Going from 1080p to 1440p ....

I ran 1440p 60 on a 580 for over a year and a half it was fine and dandy at that resolution combo.

Maybe you turn down one or two settings that's almost impossible to notice.
I know you love 1080p because maybe you don't have much money, but many cards can do 1440p fine.
The only motivation for going 1440p is for the color accuracy / reproduction and 144hz of the LG 27 GN850-B in the same boat.This kind of monitor doesn't exist in 1080p coat or is way way too expensive.

I think its a little bit of a misconception that 1440p is going to put a world of hurt on your gaming performance and relegate you to always playing at medium settings.
Unless you play nothing but the most demanding AAA titles fully maxed out all the time, but most games are actually not that demanding and run fine on mid to low end GPUs. Might just not be able to always max out all graphics settings but I see no reason why you wouldn't be fine at 1440p nowadays with a $400 GPU.
I will also add, I can remember years ago when I first went to 1440p. The biggest thing for me was the added screen real estate for work, and the added sharpness and clarity in gaming. Especially for displays 27" or larger. Its just one of those things that once you get used to it, you can never go back to 1080p.

I run 1440p on a 1070 +3570k. 32" screen. I can't max everything out, but neither do I have to lower settings to the point that I can't enjoy the games.
The highest quality IQ is going to cost more at some point or another. That's just the market and cost of tech. If you can't enjoy a game with a couple of settings turned down, then you (or anyone in that boat) isn't being very realistic about hardware, pricepoints and the performance offered.
I mean, I understand the budget thing. I keep mine so strict I usually only buy last gen hardware, or older....but I know what I'm getting and my expectations are reasonable I think.

Kinda shot yourself in the foot there I'm afraid.
Look badsykes I've owned a Vega64 at 1440p and it was great at high settings in every game I played. It was just a loud and hot SOB. When I bought the 5700XT in some games I could play at highest settings at 1440p and that was great too. badsykes there is a reason 27" monitors are better at 1440p because on a screen that size 1080 looks crap for gaming. A 24" monitor is probably the sweet spot for 1080. At 1440p you're getting 78% more pixels and I thought you'd be someone who'd appreciate the extra fidelity and picture. The above mentioned cards cost me £429 a piece so it's possible to play at 1440p with a mid range card. Simples.
