Trying to hook up ATI Rage 128 Pro to tv, need help

I have a computer I built with an old ati rage 128 pro with all the ins and outs on it and I hook the S-Video up to my tv. The computer only will go to 60khz mode which is really fuzzy and I cannot read text at all. I can put it to 56khz and I can see everything VERY clearly BUT the whole image does not fit on screen and says it can only do that at 800x600 which I can scroll to the sides and have the image move over, kinda like a virtual resolution.

Any way to get this card to do the 56khz full screen at 640x480?

Wow, I've not come across this, can you test this out with RCA and see if you can do what you need?
