Power Color R9 270x Vista Ultimate can't install driver

I bought the card off CL for 100 bucks. Previous card is a 5770. Have the latest for Vista 13.12 drivers installed.
Mobo: Gigabyte GA-EP45C-UD3R
CPU: q6600
Mem: 8gigs
650W PS

Figured all I'd have to do is switch cards and it would work. It did, kinda.
I am able to get into widows no problem. But the card isn't recognized for what it is. Just shows generic vga in device manager.

So I start all the usual uninstall, install driver methods including using CC and DDU. Spent a good 5hrs. on Sunday trying everything I read on the net trying to get the driver to recognize the card. Nothing worked.
Somewhere along the line I borked something because I now have a green screen in bios and all the up until windows loads. Currently have the 5770 back in.

I tried this:
Go to start menu, run, gpedit.msc and go to computer, administrative tools, system, device installation and device installation restrictions.Make sure "prevent device installation not described by other policy settings" is NOT set to enabled. This seems to stop the driver from installing.
to no avail.

The guy I bought it from told me he had the same problem but was trying to get it to work on an HP. I thought that was his problem and decided to take the gamble. Looks like I lost.
I'm not ready to give up just yet because the full card is identified by HWiNFO64 but GPUZ just identifies Power Color.
Again, Ive tried all the methods, even loading windows 7 drivers and changing some things in the inf.

I'd really appreciate any help with this. It didn't come with any paperwork or warranty info so I'm not sure I can even file a claim.

If there is a green screen at the BIOS, it could be a bad cable, but it most likely means the card is bad. Can you try it in another machine running a different OS?
 
You will have to make some adjustments with the path but I remember it was a pain to install drivers on Vista then there was the command line way to do it.
Not sure if it will help.

Run the command prompt as admin

Install/Un-install procedure for CCC @ command prompt environment:

Un-install ATI driver

Log in as administrator

@ Command prompt execute the following instructions

Go to C:\ATI\SUPPORT\9-REV_vista64_win7_dd_ccc_wdm_emu\Driver\BIN64 for 64 bit OS
Go to C:\ATI\SUPPORT\9-REV_vista32_ win7_dd_ccc_wdm_emu\ Driver\BIN for 32 bit OS

Type the command “atisetup.exe –uninstall”

This will remove the current or older ATI driver on your PC. Wait for the process to complete.

The Font will get big as the OS will revert to default VGA driver. This is expected or normal just as when installing windows for the 1st time.

Reboot your machine after the completion of the process
Install ATI driver
Log in as administrator

@ Command prompt execute the following instructions

Go to C:\ATI\SUPPORT\9-REV_vista64_win7_dd_ccc_wdm_emu\ Driver\BIN64 for 64 bit OS
Go to C:\ATI\SUPPORT\9-REV_vista32_ win7_dd_ccc_wdm_emu\ Driver\BIN for 32 bit OS

Type the command “atisetup.exe –install – output screen”

This will install thew ATI driver on your PC. You will see DOTS on the command prompt terminal. Wait for the process to complete.

When done the ATI CCC installation log will come-up to detail the installation summary.

Reboot your machine

Configure your graphic settings when you log in.


Notes:

1) @ command prompt type ”ATIsetup.exe -?” it will give you the list options for the ATIsetup.exe installation program

2) 9-Rev is whatever revision of ATI driver you are using (i.e. 9-10).

3) Always un-install old driver before installing the new rev driver
 
Thank You guys for replying. I finally got everything working using the tomshardware method.
Frustrating process to say the least.
i still have the green screen in bios but I can live with that.
I've gone back in my steam catalog and started playing games again that I gave up on because of crappy performance.
Now I'm playing Batman AA, COD4 MW, Crysis 2, Tomb Raider 2013 and a few more all maxed out. Couldn't be happier. More than doubled my score in 3d Mark from mid 5000 to over 12000.
This q6600@ 3.0 is still a little beast.
