Yes. Freesync 1 is all over the place in terms of variable refresh range, low framerate compensation, etc. So you have a lot of crap 60Hz Freesync panels where adaptive sync only works between 48 and 60 FPS. G-Sync requires LFC and adaptive sync from 30 to the monitor's maximum refresh rate.
Your'e correct on Freesync1 on monitors and there are a lot of crap monitors out there. TBH any VRR monitor that only supports 60hz is a complete joke. When originally reviewed my monitor supported 48-144hz but when they released they included a firmware update which meant they went to 30-144hz. It also has LFC so be honest I've had no problems whatsoever. The reviews on my monitor said it was one of the best freesync monitors available so I'm pretty sure it will handle an Nvidia card no problem, I don't need NV's certification.
This now means I'm no longer tied into the AMD ecosystem so opens up more possibilities going forward with regards to graphic card purchases. Pity about the high cost of NV cards
