My 55-250IS lens is borked

I noticed it's started taking pictures like this. I have IS turned on and whether it's wide angled or zoomed in everything looks like it's jittery and ghosting. Doesn't matter if I have IS turned off and use my tripod either.

It's attached to a Canon XSi and the stock 18-55IS lens is fine.
 
I'll be honest, I've never cleaned the camera or lenses internally. Don't really even know how since I reached a certain level of competency with using a DSLR and just stopped trying to progress and learn. I have a LensPen and RocketBlower, that's about as far as my cleaning products go.
 
The IS lens element could be screwed and not aligning properly (even when off). Looks like it's time to send it in for service. Is it still under warranty?
