MPEG1 capture quality and requirements

Will the TV WONDER (retail version) manage to capture MPEG-1 352x240 well on a PII-350 computer? Can you adjust the IBP settings? Is it true that if you are capturing VHS quality video then capturing at resolutions higher than 352x240 does not add much in terms of quality.
