How do i Force V Sync in these new drivers

hi, im running winME and i want the opengl vsync option FORCED ON , i want it always on because when i play cs my fps sumtimes jump over 99fps and i get tearing (my monitor is at 100hz)

btw this was working fine in previous ati driver , and it had a checkbox in the control panel for opengl saying always ON, new driverz dont have it
 
I think if you set it to application preference and set the vsync setting on in your CS config file it should work. I am at work now and can't remember the client cvar for enabling vsync with CS.

The cvar is "vid_wait". The default is 1. So if you don't have a "vid_wait 0" somewhere in your config something else could be wrong. If you do, just remove it or set it to 1. I don't have it in my config and I have vsync set to application preference and it works for me.
