Well, it's saying they aren't there so either your directory is messed up, or your permissions are jacked in a strange way i've never seen.... aka 'the server is screwed up.' The cgi-bin or perl scripts don't look to be there from the apache standpoint. So your going to need somebody with root or administrative permissions to go look at it if the structure is still there. I assume your server looks to be co-located looking at your netblock, so whoever sets it all up for you guys, tell them to fix it because it's thier problem. If you wanna give me Administrative SSH access. I can fix it, but you barely know me and most people aren't down with things like this.
If it were there and perl just plain wasn't working, it would dump back the pl and cgi scripts as text.
