Crossfire fan speeds not equal (or the same)

I decided to put my second 7850 back in when I got my new PSU last week and noticed something odd.

My primary GPU's fan at idle is 30% = 1051 rpm @ 42C
My secondary GPU's fan at idle is 30% = 1766 rpm @ 28C

Shouldn't 30% fan speed be the same on both cards?

Not to sound silly - but assuming same cards (make model)?

Identical twins :)

They're in my sig.

The same results show up in GPUZ as well.

I should mention that ULPS is disabled.

Currently using Cat. 15.7.1

Maybe the cooler second one gets better airflow hence cooler and can spin faster, the primary card has restricted air flow and won't spin as fast due to restrictions probably form the secondary card.
Are they close together or do you have at least a slot empty between them?.
Also they primary is closer to your cpu cooler, which I hope blows air away form the GPUs.
 
There's a full slot between the 2 cards and the secondary card (the cooler one) has an X-Fi directly below it about a quarter inch of space between them.

Makes no sense that 30% fan speed would differ between the two identical cards.
