Can someone help identify the cause of this artifacting?

Hope I'm in the right place. If not, please let me know.

Have two 290x is crossfire at default settings both in driver (up to date) and game (gta5). Think it may be heat related but not sure. Starts after a few minutes in game and sometimes grows to cover much of screen. Game looks great otherwise.

990fx chipset
AMD 8350 proc
16mb ram
SSD HD
 
No, just GTA5. Will try without crossfire.

Did you try playing with the graphic settings? Does AMD have game profile optimizations? Disable it?
Try disabling MSAA.
AMD Cards and MSAA Not Playing Well with Grand Theft Auto V

Grand Theft Auto V finally is out on PC, but everything isn't all roses for every PC gamer who picked it up. There are various crashes, glitches, and flickering issues afflicting GTA V, but apparently some AMD video cards are displaying artifacts when MSAA is enabled. The bottom right corner tends to display the artifacts, for whatever reason, and it disappears when AA is disabled. Rockstar has released some workarounds for issues people may experience, but right now if you have an AMD card and have artifacts, turn off anti-aliasing.

Tried everything suggested. Still happening. \

Kind of strange; doesn't happen so much when driving for long periods but as soon as I exit vehicle, it starts up. Can't see it when looking at bright pixels such and the sky but it is very pronounced when looking at dark objects such as buildings, etc.
 
Try open your Catalyst Control Center, Open the Gaming tab on the left hand side. Set the Anti-Aliasing method to Supersampling. No need to set up a separate GTA profile and leave the rest on default.

Does that help?

Another fix I'm aware of is removing all the bloatware the driver installs and leave the driver only.

This is assuming you are using the latest drivers at least.
