api problems with r7 370

I can only see up to dx 11.1 in dxdiag on my r7 370. When I had 16.1 in, I could get dx 12.0. I even went back to 16.1 hotfix whql and still only got 11.1. Does anyone else have this problem with r7 or r9 video cards. and yes, I used DDU.
 
yes, I have the june 2010 directx runtimes installed. Weird thing is, when I had my oem copy, I had dx 12. When I use home N edition, dx 11.1. Even on enterprise trial 64 bit, dx 11.1. What I don't get is how at one point I had dx 12, now I don't.
 
I know why it happened. I was using a asus r7 360 for one day and returned it for a club 3d r7 370 that at the time was 5 bucks more. So the dx 12 api I was seeing was from the 360 and not the 370.
