Found this in the forum. I was having the same problem and the fix worked. ATI install program should mention that WebTV needs to be installed.

Ensure the correct video drivers have been installed and close any applications which may be playing video such as.. blah blah"

I used to get the same error. You need to go to Control Panel -> Add/Remove Software and install WebTV.
