Fixed Issues

Radeon Chill hotkey may fail to reset when Radeon Settings is restored to defaults.
Sea of Thieves may experience an intermittent application hang or crash during gameplay.
Middle-earth: Shadow of War may experience texture flickering on trees or hills when using multi GPU enabled system configurations.
World of Tanks may experience color corruption when changing some game settings in multi GPU enabled system configurations.
 
Hmm express upgrade resulted in a partial install, not off to a promising start.
I'm guessing it initially just updated the Radeon software itself. After rebooting I opened radeon settings and ran check for updates again, the installer then installed the display driver.So far all seems fine.

Yesterday, AMD released Radeon Software Adrenalin Edition 18.3.1 and introduced AMD’s Project ReSX (“Radeon eSports Experience”), largely responsible for 18.3.1’s specific performance optimizations to Dota 2, Overwatch, and PlayerUnknown’s Battlegrounds (PUBG). As an internal Radeon Software initiative for the past few months, Project ReSX involved collaboration with game developers for focused performance improvements, including reducing input latency and 99th percentile frametimes. Additionally, along with some bug fixes, the 18.3.1 release includes the usual driver fare: game support for today’s Final Fantasy XV Windows Edition launch, as well as Warhammer: Vermintide 2’s launch this Thursday (3/8).

As part of Project ReSX, AMD targeted several of the most popular PC titles and worked with the developers of the respective games, advising developers on in-game optimizations and providing on-site engineering support. Naturally, this was matched with driver-side improvements in Radeon Software itself. For 18.3.1, the Dota 2, Overwatch, and PUBG optimizations are the fruits of this labor. Compared 18.3.1 to 17.12.1, AMD is claiming a number of improvements in framerates, 99th percentile frametimes, and responsiveness, with the Radeon RX 580 as a case study.

WTF is that it???? Wow 6% increase on a RX580 in DOTA 2 in 1440p when it was already doing 90fps anyway. No Vega improvements AGAIN. Look AMD Vega is your high end card so you should be concentrating on improving that not a nearly 2 year mid range 580!!

Is there anyone left at RTG that has a shred of integrity left that they're not willing to sell on the alter of crypto currency. What about the two heavyweight tossers they just hired to run it are they proud of such wonderful driver updates??

Looks like that's it for Vega guys AMD don't seem interested anymore. If that's the case I ain't buying another AMD product in the future and keep getting screwed over again and again. The definition of madness is doing the same thing over and over and expecting a different result. Just like AMD producing a decent driver set for Vega that actually improves performance and actually utilizes some of the features they told us would work at launch.

BTW has anyone seen anything meaningful coming out of Scott Wasson or Terry Makedon lately? Are they still at AMD or are they just too embarrassed to say anything at the moment?

Calm down. The very last set of drivers (18.2.3) had Vega improvements.. God for bid, they didn't do any this time around.

The project RSX is new so this may be the reason why you see improvements now for a 2 year old card.Another thing is vega series presence in the competitive gaming is very small.The players for this market have a RX4x0 or rx5x0 series.A new dawn for you may be if Polaris architecture is discontinued and is replaced by cut down version of vega new node.Then you will have vega even for competitive gaming.
