W10 - Pen & Tablet Flicks bugged - "These Settings are managed by your system admin."

Ok so I need to disable Flciks to get my actual tablet drivers to work. Windows 10 locks me out of these options with the following message:

"These settings are managed by your system administrator."

I need this stuff for work and its driving me nuts. Anyone got any ideas?

Are you not the Admin?
Open "gpedit" go to Administrative Templates--->Windows Components--->Tablet PC-->Pen UX behaviors
The option "Prevent flicks" is there.
