Forcing TruForm in software that doesn't support it would look like crap. Sorry to say it, but it's true. The only way that I can think of for the drivers to differentiate between actor models and world geometry would be by checking if the vertex in question has a normal vector. The problem with that is that per-pixel lighting requires a normal vector as well, so any world geometry that uses per-pixel lighting would be TruFormed and look like crap.
It is far more likely that the settings will be "Disabled" and "Application Preference", with several sub-division levels available to force when TruForm is enabled by software. "Disabled" would simply mean that regardless of what the software says, TruForm will not be on. "Application Preference" would of course mean that it is up to the software whether TruForm is to be on or off. IMHO, this would be a fantastic thing for ATI to do. Certain games, such as "Neverwinter Nights" and "Myth 3" allow one to enable TruForm, but do not have any way of letting one change the sub-division level to tweak performance and image quality.
