There might be something in the SDK, but I don't think there has ever been release notes for the runtime.

I can tell you that it added three new audio files (XAudio) and three new D3D files (D3DCompiler_39.dll and the accompanying DX 9 and DX 10 dll's). Only changes I can see on mine from the June update.
