Overlay doesn't work on sec monitor

It would seem to have more to do with dumb luck rather then drivers but on a given install or upgrade to new ati drivers overlay doesn't always work.

It makes using any tv tunner a pain since you can get major stuttering without overlay on if you do anything else.

Oddly enough with vista i never had this issue (boatloads of other issues but not that one...lol).

Any ideas?
