Which photo editing software to use?

It seems like there's enough free software out there to satisfy a need for touch-ups, cropping, colour correction, layers even?

What's the good and the bad?

I got a pair of tweezers, a can of air, and some bacardi :\

So no votes for picasa. I'll check paint.net and the one time I tried gimp I couldn't figure anything out. It's not for me, it's a friend's mom and she isn't really hard-core tech so it'll need to be easy to figure out.

gimp is a pain in the azz and so un-intuitive. I'd go with Picasa for the most basic tasks you mentioned or Photoshop Elements or a combination of both. if she had a Mac, then it would be a no brainder as she could just load up iPhoto and be done with it. But since 90% of users don't have this option go with Picasa 3 or PE 7.

Paint.NET is extremely easy to use. I recommend it as well.
