Researchers are disputing China’s fleeting claim that it detected extraterrestrial signals from the world’s largest telescope.

The nation’s science ministry issued a report last week announcing that its Sky Eye picked up signals indicative of alien life — before suddenly deleting the study.

The House on Wednesday voted to create a secure government system for reporting UFOs and to compel current and former officials to reveal what they might know about the mysterious phenomena by promising to protect them from reprisal.

The bipartisan amendment to the National Defense Authorization Act, passed by voice vote without debate, is part of an aggressive effort to exert more oversight over an enduring intelligence-gathering challenge that has gained more attention in recent years.

It was proposed by Reps. Mike Gallagher (R-Wis.) and Ruben Gallego (D-Ariz.), who have been among a vocal bipartisan bloc of lawmakers pressing Pentagon and intelligence officials to take the issue more seriously — and to be more transparent with Congress and the American people.

Given the fact that responsive documents never once mention “UAP,” “UFO,” “alien,” “extraterrestrial” (in the way he claimed), or “crash debris,” it would appear a logical way to look at it.

On July 15, 2022, Deputy Secretary of Defense Kathleen Hicks, in coordination with the Director of National Intelligence (DNI), amended her original direction to the Under Secretary of Defense for Intelligence & Security by renaming and expanding the scope of the Airborne Object Identification and Management Group (AOIMSG) to the All-domain Anomaly Resolution Office (AARO), due to the enactment of the National Defense Authorization Act for fiscal 2022, which included a provision to establish an office, in coordination with DNI, with responsibilities that were broader than those originally assigned to the AOIMSG.

Today, USD(I&S) Hon. Ronald S. Moultrie informed the department of the establishment of AARO within the Office of the Under Secretary of Defense for Intelligence and Security, and named Dr. Sean M. Kirkpatrick, most recently the chief scientist at the Defense Intelligence Agency's Missile and Space Intelligence Center, as the director of AARO.

The mission of the AARO will be to synchronize efforts across the Department of Defense, and with other U.S. federal departments and agencies, to detect, identify and attribute objects of interest in, on or near military installations, operating areas, training areas, special use airspace and other areas of interest, and, as necessary, to mitigate any associated threats to safety of operations and national security. This includes anomalous, unidentified space, airborne, submerged and transmedium objects.

The AARO Executive Council (AAROEXEC), led by Under Secretary of Defense for Intelligence & Security (USD(I&S)) Ronald Moultrie, will provide oversight and direction to the AARO along these primary lines of effort:

1. Surveillance, Collection and Reporting
2. System Capabilities and Design
3. Intelligence Operations and Analysis
4. Mitigation and Defeat
5. Governance
6. Science and Technology

Pentagon, Under Mandate, Creates New Office to Investigate and ‘Mitigate’ UFOs

The Defense Department is standing up a new organization to investigate unexplained aerial phenomena, particularly where it potentially affects military activities, the DOD announced July 20. The move was directed by Congress.

The new organization is the All-Domain Anomaly Resolution Office, or AARO, which replaces the Airborne Object Identification and Management Group. AARO will report to the undersecretary of defense for intelligence and security, Ronald S. Moultrie. The AARO itself will be under the direction of Sean M. Kirkpatrick, most recently chief scientist at the Defense Intelligence Agency’s missile and space intelligence center.

The organization is mandated by the National Defense Authorization Act of 2022, which contained language directing the Pentagon to create a formal organization to routinely investigate UAP as they affect defense activities. It was spurred by hearings wherein the Pentagon was unable to explain video obtained from Navy F/A-18s, ships, and other units of unknown flying objects that came close to U.S. military platforms and activities.

Defense witnesses speculated at the time that UAPs could be adversary nation systems unknown to the U.S., or something else. The Pentagon has avoided characterizing UAPs as extraterrestrial in nature, but has acknowledged such a possibility, as the services do not think the performance of the objects observed to be within the technological capabilities of China, Russia, or other nations.

Members of the U.S. Senate are criticizing the Pentagon's slow progress in setting up a new organization and reporting mechanisms, among other things, to address what they claim are "exponentially" growing threats presented by unidentified aerospace and undersea phenomena. Those same legislators also want the U.S. military-led office now charged with investigating and studying these phenomena to focus on truly unexplained incidents rather than ones that have been determined to involve "man-made" systems.

These comments were included in a report that Sen. Mark Warner, a Virginia Democrat who is the current chairman of the Senate Intelligence Committee, submitted on behalf of that committee on July 20. This document accompanied the latest draft of the Senate's Intelligence Authorization Act (IAA) for the 2023 Fiscal Year.

A Senate and House Bill that may be part of the Defense Authorization Act could be scheduled for this fall. This bill will provide Whistleblower protection for people in the military, intelligence community, and contractors in corporations involved in UAP/alien covert programs.

For thousands of years, people across the world have seen strange objects doing weird things.

And for at least 70 years, there’s been a consistent hard-line position heeded by governments, media and the military, aggressively ridiculing and stigmatising anyone giving credibility to the phenomenon of UFOs (Unidentified Flying Objects), better known today as UAPs (Unidentified Aerial Phenomena).

The world ‘deserves to know’

In Washington DC, Republican Congressman Tim Burchett, a member of the Congress’ Foreign Affairs Committee, was explicit: “I think there’s a cover up”.

Burchett told me the American public and the world “frankly deserves to know” what he says he now knows because of briefings he’s recently received from insider eyewitnesses.

It’s easy to dismiss the claims of an outspoken politician - but it is harder to ignore the candour of an eminent Stanford University Professor, a Nobel Prize nominee no less, who also alleges a US Government cover-up.

Professor Garry Nolan, one of the world’s most renowned immunologists, who has done secret work for the CIA investigating the effects of UAPs on military and intelligence service personnel, explained to me why he “knows” there’s been a coverup.

“I’ve spoken to the people who are about to come out and whistle blow on it,” he said.

“There’s been an active cover-up. The light has finally been shone (on the perpetrators),” he told me.

What Professor Nolan is referring to is astonishingly tough proposed new laws now before the Congress, which appear likely to be passed into law within months. There is speculation that there might even be public hearings into UAPs, just like the 1970s Watergate hearings, where whistle-blowers will get their chance to testify under oath.

What is likely to happen first are private hearings, and some have quietly been underway for several years.

It is the early revelations from those secret briefings that I’m told have goaded Congress into action.

In Congress, where legislation is drafted, debated and enacted, clear and concise definitions are of paramount importance. As military aircrews increasingly encounter unidentified flying objects (UFOs), lawmakers recently made several striking revisions to the definition of “UFO.” Key among them: The explosive implication that some UFOs have non-human origins.

As first reported by researcher Douglas Johnson, a draft bill approved unanimously by the Senate Select Committee on Intelligence rebrands UFOs as “unidentified aerospace-undersea phenomena.” Expanding the definition to include objects in space and under the oceans significantly broadens the scope of a muscular new office tasked by Congress with investigating UFOs.

The revised definition of “UFO” also includes “transmedium” objects which, according to lawmakers, “transition between space and the atmosphere, or between the atmosphere and bodies of water.”

In short, members of a key national security-focused committee believe that objects of unknown origin are demonstrating remarkably advanced technology by moving seamlessly between space, air and water. A report accompanying the legislation notes that “transmedium threats to United States national security are expanding exponentially.”

NASA commissioned a research team to study Unidentified Aerial Phenomena (UAP), observations of events that cannot scientifically be identified as known natural phenomena. The Main Astronomical Observatory of NAS of Ukraine conducts an independent study of UAP also. For UAP observations, we used two meteor stations. Observations were performed with colour video cameras in the daytime sky. We have developed a special observation technique, for detecting and evaluating UAP characteristics. According to our data, there are two types of UAP, which we conventionally call: (1) Cosmics, and (2) Phantoms. We note that Cosmics are luminous objects, brighter than the background of the sky. Phantoms are dark objects, with contrast from several to about 50 per cent. We observe a significant number of objects whose nature is not clear. Flights of single, group and squadrons of the ships were detected, moving at speeds from 3 to 15 degrees per second. Some bright objects exhibit regular brightness variability in the range of 10 - 20 Hz. We use colourimetry methods to determine of distance to objects and evaluate their colour characteristics. Objects RGB colours of the Adobe colour system had converted to the Johnson BVR astronomical colour system using the colour corrections. Phantom shows the colour characteristics inherent in an object with zero albedos. It is a completely black body that does not emit and absorbs all the radiation falling on it. We see an object because it shields radiation due to Rayleigh scattering. An object contrast makes it possible to estimate the distance using colourimetric methods. Phantoms are observed in the troposphere at distances up to 10 - 12 km. We estimate their size from 3 to 12 meters and speeds up to 15 km/s.

Is it possible some UAP are extraterrestrial craft? Is it reasonable to think there is intelligent alien life visiting earth?

Scientists still debate whether the universe is infinite, but at a minimum, our visible universe contains trillions of galaxies, each with hundreds of billions of planets and moons. As best we can tell, the same laws of physics apply everywhere, and the heavy organic molecules that form the basic building blocks of life are abundant. In short, from the nearest solar systems to the most distant edges of space and time, we are surrounded by endless opportunities for life. Amidst these endless opportunities, intelligent extraterrestrial life is a near mathematical certainty. But what about the prospects for intelligent life to evolve in Earth’s galactic neighborhood? Although estimates vary considerably, many indicate we are probably not alone in the Milky Way.

Duncan Forgan, a Ph.D. Candidate in astronomy at the Royal Observatory in Edinburgh, Scotland, carefully evaluated data on the composition of the Milky Way and concluded there should be over 360 stable, advanced civilizations in our galaxy. He also believes that if microbial life can spread via meteors, we may be sharing the Milky Way with tens of thousands of technologically advanced civilizations.

In 2020, astronomers Tom Westby and Christopher Conselice, researchers at the University of Nottingham, performed an extensive assessment of the latest astronomical data and concluded, within a band of uncertainty, that we share the Milky Way with dozens of other technologically advanced alien civilizations.

Astronomers Adam Frank and Woodruff Sullivan took a somewhat different approach but reached similar conclusions. According to co-author Adam Frank, “Even if you are pretty pessimistic and think that you’d have to search through 100 billion planets in habitable zones before you found one where a civilization developed, then there have still been a trillion civilizations over cosmic history!” Even if life arises on habitable Earth-like planets only once in 60 billion opportunities, we are still not the first civilization in the Milky Way.

Moreover, there are historic whistleblower provisions in the pending Intelligence and DoD Authorization bills in Congress. These provisions enjoy broad bipartisan and bicameral support and will almost certainly be enacted by year’s end. Once enacted, they will enable Congress to learn the truth of long-standing allegations that the U.S. government is in possession of recovered alien technology. Concurrently, pending legislation will require a General Accounting Office review of classified information pertaining to UAP dating back to the end of WWII. I am already aware of a number of individuals who claim they will testify to the existence of recovered alien technology or are considering doing so.
