I think it's fair to give them the benefit of the doubt on this one, that they went with a lower dosage because:
1) lower dosage meant fewer side effects (Moderna recipients were often knocked for a loop for a day or two)
2) It was still 95% effective against the alpha strain
No reason for a higher dosage and make people suffer for no reason. The fact that the higher Moderna dosages are responding better to Delta over time is somewhat unforseeable. Data on vaccine longevity didn't exist at that time.
Also, for the longest time, the packaging and syringes were the main production holdup, not how much mRNA that could manufacturer.
