Default Idle problem

Hi all. I just got a 2000 Legacy L with auto tranny last week and last night I noticed a problem with high idle after a 10 minute drive just outside of the city.

When I stopped to get gas the idle wavered from ~1100 - ~1400 then stuck ~1400 for the minute I gave it to chill out then gave up and shut it off. Put in the gas and got back in, still idling the same. I would have been screwed if I didn't want to drive at 60kmh (yeah, I could use 2nd). Another stop and errand to run, back in and still idling high. Waiting at the next stop in the drive-through and the engine died but started right up again. On the way home just around the last corner it was hesitating as I was still driving it. I felt lucky to be home.

The CEL is on and has been since I got the car. The car also has a slowish pull away from a stop but I chalk that up to the 320xxx km on it. On my drive last night it felt like a really strong motor, but compared to my old '96 Protege anything would be stronger. The previous owner said the only thing she knew of that needed doing was the timing belt, but do my symptoms sound like a timing belt problem?

I'm going to try to do this on the cheap if possible, the previous owner didn't tell me about the front left wheel bearing and hub that needed replacing for the safety cert ($775) :/

might be the O2 sensors gone bad, giving bad readings so the ECU is overcompensating.

I'm not blowing $300 on a IACV without at least trying to clean it first. That doesn't look the the direction now anyway. The test codes were P0170 - Fuel Trim Bank 1 and P0446 - Evaporative Emission System Vent Control Circuit.
