Even among small fans, generally the ones that were loud in the past were something like 60mm x 20mm deep and running at 4000+ RPM. Those were horribly annoying (sadly I tossed my samples probably a decade ago) and basically unbearable, but they don't compare at all to a fan running at 1000-2000 RPM that's half or 1/4 as thick. Those fans move a pretty pathetic amount of air, so they just can't be that loud, provided they aren't total **** (bad bearings, etc).
here is a R4E with a bad fan plug

but when he does get it running it is bad

mine was loud sometimes even from 6 feet away

my C8H looks like the same fan but CCW rotation instead of CW and I can't hear it till my ear is 6 inches away

R4E must have had a much higher RPM

Mine barely ever runs. Right now, league running in background and it's off. I can honestly say I've yet to hear mine. But my case is also designed for that (being quiet).. So I could be a bad source.

You’re playing league of legends .. that’s not something that would generate any heat anyway lol

My point is, it's rarely on. Even during some involving task. Anything heavier and it'd be mid game. I still wouldn't hear it. Granted I do wear headphones but my tower is a foot from my left ear. Ok, maybe 2 ft.

I thought it was stated that the more pci 4.0 stuff that you use the more the fan would be ran.

Could be that if you aren't fully utilizing the bandwidth that the fan wouldn't run at a high rate.
