where can i get these BT829 drivers for the work around for webtv, which refuses to install on my pc i have english win98 and all

You have to install webtv from microsoft, you can find it in start, settings, config, add software. if you dont install it it will not work is my experience....

i have the 7020 driver installed for the card, do i need to install it directly on the "WDM rage theater" thing?

Yes. I've loaded (bt829) as a driver for the WDM. Then reboot, then back, then reboot. Everything's working fine now (DVD, Video-in etc. ) in my WinME HUN (it's without WebTV).

after i do all the driver switching should the exclamation point still remain?

No. But after the driver change to bt829 and reboot, change it back to the wdm, reboot.
