Default cheapest legal way to get Win7 HP 64bit?

I am trying to figure out the cheapest way to get Windows 7 Home Premium 64bit for my father's new HTPC. It can be an upgrade or OEM edition but not an academic edition.

$99 is too much for an OS that will be supported for 8 Years and with FREE additional programs like AV Software, Windows Live! Programs, along with patches and upgrades?

Ok...
