Default Very low download speeds after Windows 1903 update

So at my work, one of the computers was still on 1511. Updated to 1903 and is now getting a very low download speed of 0.78, upload is 10. Tried another computer to rule out the internet and got almost 200 download.

Tried using a different USB wifi adapter, no difference. Updated network driver, tried disabling ipv6, etc.

Anyone experience this? If yes, any suggestions other than reimage from scratch? Thanks!

Try resetting the network stack. Can do it manually or with the built-in option (settings->network & internet->status->network reset)

I have seen this before, the fix for me was uninstalling my AV reboot then re-install AV.

Been a common problem. Download TCPoptimizer (https://www.speedguide.net/downloads.php), run it and reset everything back to defaults. Test it, if it fixes it, you can run it again and try optimal.. otherwise leave it at defaults.
