Angry ATI Radeon Xpress 1100 Stuttering Graphics

I am pulling out whatever hair is left on my head trying to isolate an issue I'm having with my Acer Aspire 5100 with Xpress 1100 graphics (256MB shared).

My system specs:

Acer Aspire 5100 laptop
AMD Turion MK-38 2.2GHz CPU
2GB DDR2-5300 RAM
ATI Radeon Xpress 1100 (set to 256MB shared)
Windows Vista Home Premium 32-bit

Basically I want to run some games on it. I know it's not a powerhouse of a GPU machine, but the stuff I'm trying to run is not real graphically taxing. That being said, I have successfully run Half-Life 2 and C&C 3 without much issue as long as I dumb down the graphics and resolution.

However, when running Civilization 4 or a flight sim called Enemy Engaged Comanche Hokum (from 1999), the graphics are choppy. FRAPS shows a constant FPS of 30+, but visually the graphics stutter intermittently, but frequently.

I have the latest ATI drivers installed too (as of 8/13/07 7.8 just released).

Additionally, every time I go to install the Catalyst driver suite, it always shows that "Southbridge Filter Driver" needs to be installed, and even though it is selected, next time I run the Catalyst software with "update" mode, it always shows that it needs to be updated. What is this "Southbridge Filter Driver" anyways?

If fraps is showing a "constant 30", its possible that vsync is enabled.
As you said that gpu isnt a power house...Try disabling Vsync in CCC options menu..Should be under 3d settings.

Take into consideration "Vista itself" It's still new, and theres still performance probs to be worked out. And try lowering ingame graphics settings.

As for the Drivers. Try the XP method...
1. Uninstall old drivers from the Programs list.
2. Reboot...(safemode is recommended) Run Driver Cleaner (free version but old) to clean up any left over driver files.
3. Reboot after clean and install latest driver set..

Thanks. It is pegged at 30 at 1024x768 but runs at 37-40 when running at 800x600, and vsync is disabled.

Also, are you suggesting to install Windows XP drivers, or just use the method?

I already did the whole DriverCleaner.net (i bought the PE edition) thing. Problem was that when I went to reinstall the drivers after cleaning out all the old driver stuff, I got an error "INF file not found". The only way I could get around that is to go into Device Manager, point to the ATI extracted file location, install the drivers that way. Then reboot and then go through and reinstall CCC.

I have also disabled superfetch, and a few other unnecessary services running in the background, and that helped a lot, but still not enough to run beyond 800x600. Also, I had a 2GB SD card being used for ReadyBoost, and by removing that, i also improved performance a bit. So all this tells me that it is most likely Vista related.

I can understand and appreciate a new OS, but for MS to force it down our throats, especially on lesser performing laptops, is ludicrous. Vendors, except for Dell, can't offer XP anymore.

I plan on installing XP on this laptop and get rid of all this Vista insanity. We'll see if that helps. Must just be Gates' way of getting us to buy two OS's. Get a PC with Vista, it sucks, so lets go back to XP...

I was aiming at the XP "method" of installing new drivers.
Rather then do the upgrade option in Vista....(Use Vista verison Drivers)
