In principle, HOAs are well-intentioned. They can provide some great benefits if run properly and don't have a Nazi president. People just need to read the bylaws carefully, meet the president, talk to the neighbors, and ask lots of questions before they buy. If they don't, then tough titmouse.

It's not. If it were they would have never bothered me about my car that was out of registration. I had a lengthy discussion with them about it, they didn't care that it was a running, driving vehicle. I even sent them a video to prove it was running.

If it's not registered, it's not a driving vehicle. It's just a block of metal parked in your driveway because it's not legal to actually use it. A lot easier to enforce something clear cut instead of needing to go door-to-door and ask for demonstrations, subjective determinations, etc.

But the point stands that the origin of the rule is to make sure that non-working clunkers aren't bringing down property values. That your nice unregistered car gets flagged by the general rule is just a side effect... wouldn't expect them to change their rules on a case-by-case basis or else everyone will feel that they deserve exceptions to various rules.

it's ultimately no different than dictating how long your grass can be, etc.

Granted there are parts of the state that remind me of Deliverance. But, I suspect there are iffy areas in every state. I'm certainly not overjoyed with Kentucky. But at this time moving isn't a option.
