Default Samsung Smart Switch Won't Install

Sup gays?

My T-Up Package is up and I've been having issues with my Note 5 since day one and I am thinking of grabbing an S7 Edge. But I can't get Smart Switch to work....

I usually just install Smart Switch on anyone one of my PC's and then backup the phone, factory restore and go get a new one. But now when I try to install Smart Switch I get this:

I've gone through all the steps to see if I can get it work, installing C++ modules and **** but no avail. This is on 3 different system but all running Windows 10. Gonna try it on an old Winblows 7 notebook here right away.
