Default Help me understand iCloud Drive and iCloud

I am on iOS 9.3.3. Do I have this correct? iCloud Drive is for backing up documents and files so you can share between devices (PC, Mac, iOS devices, etc.). iCloud is where your iOS device backs up settings, app data, etc. Is this correct?

By the way, if I have iCloud backup to "Off" in the iOS iCloud settings menu, does it matter what position the "switches" are for things like Contacts, Calenders, Reminders, etc.? If iCloud backup is "Off," even if the switch for one of those things is set to "On" it still will not backup anything, right?
