Unhappy Problem with mpeg2 files (.m2v) Please help.

-I have a problem playing mpeg2 files on my comp. This problem started after I reformatted.
-I have a fresh install of windows XP.
-The only DVD software I have on my comp is ATi DVD.
- The symptoms include: higher pitch sound, aspect ratio is incorrect (the window the movie is playing in will change shape, it becomes thiner.) Time seems to move about .25 secs faster then it normally does. Its noticable, this is what is causing the higher pitched sound, (men sound as if they women).
- I have tried to install new display drivers, with no luck. I attempted to use the 6025 after I reformatted. Then I switched to the recommended 3***, with still no luck.
- IF someone could explain to me whats wrong and offer a solution I would appreciate it.
-Also if anyone is still having a problem with an ATi TV Wonder and windows XP I have finally found a solution.
Thanks guys I am sure one of u has a simple response, something I overlooked 0_o.

Current sofware
ATi Multimedia center 7.1 (for the ATi TV wonder. It doesn't matter if I change to 7.2 that came with the RAdeon 8500 installation disk. The results are the same with Mpeg2)

Unhappy

Nope I haven't fixed it. Sorry that meant something else. Feel free to answer If you'd be so kind. The only thing I can think of doing is reformatting and waiting for the new drivers coming out the 14th, but if anyone has an answer as to what it could be I'll take it. I'd rather be able to watch mpeg2 files now then have to wait till the 14th.

lol anyone have an answer
