Is Youtube super slow for anyone else?

This problem has baffled me.

Speedtest.net tells me I have 9.97 Mbps.

Hulu runs fine. All other websites load quickly. Youtube videos that are embedded in other websites run fine, too! They load and play almost instantly.

But trying to watch a video at youtube.com absolutely won't work because it keeps stopping to buffer every two seconds. This happens in all five major browsers. I've tried opting in and out of HTML5, but there's no difference. It's not just the videos. The whole page, including text and thumbnails load like the early days of dial-up, with the exception of the banner ads!

On my Mac, everything is fine. It's only on my Windows 7 PC. Really scratching my head here.

It seems as though the nearest Youtube server isn't playing nice with Windows, maybe?

It has only become unwatchable like this for me since a week or two ago. Never noticed a problem before. And I can watch embedded videos on other sites fine.

Hmm, it also runs fine on my wife's Windows laptop. I gotta check my list of processes again more closely.
