I've yet to have Express Uninstall fail, and haven't had a Catalyst install hose my system in so many years I can't remember the last time something like that happened. It's no fun when it does, though, I'm sure...
I see...but I'm pretty positive that there would be still some AMD/ATI files, registry, and folders leftover and especially if even when express uninstall fails to remove the AMD folder from the program files where it used to extracted the drivers. It's better to remove them than mess up with something else or conflict things. I always do the double check everything before install the new driver.
