so it needs to be 60%+ faster than a RX 5700 XT at 4k ultra to beat a 2080 ti if they are going for the 4k market like they say
16gb and much more memory bandwidth of a RX 5700 XT to do 4k 60/120 well
HBM2e would do that

it will most likely be a 300+ watt card even with a 50% improvement in performance per Watt
