what if the receiver in your xbox 360 stopped working?then you will not be able to move a pixel in any game :)

you mean 360 wireless controller if it getting stop when it dead battery then game screen will get "pause"?

Like stated in the comments for the article, the quote from the spokesperson doesn't say "free". It's simply an assumption and probably a false one. Don't be surprised to see a fee for the 'exchange service'.
