Windows 7 updates

I have 3 systems of my own with Win 7 installed. When I go to install updates, it stays a 0/XXX downloaded and the percent stays at 0. Yet if I go to restart or shut down the system after waiting a few minutes, it says "installing updates" on the shut down screen. This is happening on all of mine and on systems at work.

If I wait a few hours to ensure that they are complete, I don't get the "restart your computer to complete installation" message.

Any idea what's going on?
 
Is this a recurring event? As in it happens all the time in a cycle, seemingly the updates never get installed?
 
The updates do get installed. If I wait long enough to turn off or restart the computer, it will saying "configuring updates." They also show as installed in the update history. The progress never goes above zero once I click install and it never tells me to restart the system to complete the installation. One other thing I've noticed is that it takes longer for it to find updates when manually checking.

This has been going on for the past 3 to 4 weeks.
