I know that SSD's shouldn't be defragged ... I'm referring to my second HDD.

I tried to defrag to decrease the time it takes to load games stored there even though windows reports 0% fragmented. When I manually run the defrag it literally takes seconds and tells me it's done (I've always seen defrags take at least several minutes to almost a half hour, and even up to an hour depending on how bad it is).

Is this even possible that it takes only seconds to complete? Trying to figure out if my HDD is really 0%fragmented

Windows should be defragging your mech drives on a schedule when the computer is idle. Same thing happens to me. I've left my rig on all night quite a few times and it always takes a couple seconds to complete if I manually defrag. I once tried to use other software to see if it was true and it did defrag the drive but for a week straight after that the computer was dog ass slow. So I just let windows do it's thing and havent touched it with any defrag software since.
