win10 anniversary update

One rig on 1511 failed to upgrade and went into a upgrade/rollback infinite loop. It was an old 2013 W7 install upgraded to 10 about a year ago that started ****ing the dog a couple months ago. It was expected but still annoying.

Mine just updated while I was at work... Started at 7:04PM, got done at 7:38PM. Updated to 1607 Revision 2.

One thing noted it fixed... OpenCL.dll is now present after restarts.
