Suggestion for Rep change.

I think there should be a time limit added. So either you can spread around a lot of rep and be able to rep someone else that you repped before pretty soon, or after some time has passed since your last rep for a person, even if you did not spread around a lot of rep, you can rep someone that you have repped before.

Good idea, but I don't think there's anyone around who can change it any more. Kombatant is the only admin I've seen post lately, and I'm not sure he or supermods can change that.
