Should the coolant be filled when engine is warm?

coolant is almost non existent in the reservoir tank when the engine is cold. I do see the tank fill up when the engine is running but it's way below the low mark on the tank . if I fill the tank up completely while the engine is cold, will the coolant expand after warming up and possibly explode out of the tank?

Car is rav4 , '08. The tank shows full and low marks. Wish it had hot and cold marks, but it doesn't.
 
The full mark is where it should be when cold. There should still be some room for expansion when it gets hot.
 
Cold!!! If you fill it to full with it warm, you could even up overflowing the reservoir
