Change horizontal scanning rate ?

Hi,
Is there someone who knows how to modify the horizontal scan (or refresh) rate of a Xpert 128 without TV out ? In fact, I've made a small VGA to TV converter but it only works in DOS. I'm sure I can (by editing the registry or something,...) change this simply by switching Horiz. scanning from 31Khz to 15Khz.

Not sure if the rage 128 tweaker does it but it's always good to have
